The cow is a symbol of spiritual and inherent goodness and hence ought to be conserved and cherished. The cow is also being linked to a number of gods, including Shiva: whose mount is a bull; Indra, who is tightly attributed to Kamdhenu; the wish-granting cow, Krishna: a cow herder in his adolescence, and other deities as well. It is because they have motherly instincts and have fairly raised humans in a way. So, the plan is to sanctify a place and put it in the name of cows by building a statue of AshtadhatuGau Mata, commemorating all the cows and following all the steps of our ancestors.
To get protection from the fierce climate and to rest, the cows need a place to shelter themselves. Too much sun and heat can cause dehydration, restlessness, sunstrokes, etc. And similarly, to get shielded from rainy days, winter, storms, and dust, cows need a place to stay, just as we do.
